「そうではあるのですが・問題は・要するに」などと訳せますが、これから言うことが重要であると強調したい時や、困りごとや問題があることを伝える時の前振りとして使う口語的な表現です。

【I was thinking that...】
英語では過去形を使うことで、目の前にある現実から一歩距離を置いて柔らかさを出すことがあります。助動詞の過去形を使う、Could you, Would you のような丁寧な依頼の仕方はその典型です。この I was thinking that.. は、 過去進行形と解釈することもできますが、文脈から考えると、柔らかめな口調の意見と見なすことができます。
